A Research Of The Financial Policy About Circular Economy In Hunan Province

Hunan's developing model of "large input, high consumption, severe pollution" definitely violated the economic law and the natural law, limited the economy growth, and caused ecological damage. As a result, it became an obstacle for the sustainable economic and social development of Hunan Province. To carry out the recycling economy policy, take a balance among economic development, resource saving and environment protection, and coordinate economic, social, and environmental development is a necessary choice for Hunan economic development and is the only way to built a new "ecological Hunan". It's also the key point for Hunan Province to achieve leapfrog development under the new situation of developing central China policy. The recycling economy policy is a systematic project which integrates economy, technology and society development. Its start-up and promotion can't be without the political support of the government, for which fiscal policy is a very good tool. Therefore, it is imperative and meaningful to give a full play of financial policy which can act like levers in economy development and can improve and promote the recycling economy policy. However, the current the recycling economy policy has not yet organically integrated into the whole system of macroeconomic policy. Diverse taxation policy system beneficial for the recycling economy development has not been formed. There is a lack of the systematic research on regional stratum. All of which, therefore, ignores the importance of regional fiscal policy in building up a recycling-based society. Thus, it is essential and important to adjust measures to local conditions and make an analysis of the recycling economy policy from regional point of view. It's of great theoretical significance and practical importance.Based on the principle of putting theory into practice, this paper tried to make a qualitative and quantitative analysis of the circular economy policy. It followed a path from theoretical analysis to practical research, and made use of foreign successful experience. First, it started with the origins and definition of circular economy. In other words, it is the external theories and policy tools; Second, from realistic aspect, it discussed the current situation of Hunan circular economy policy and fiscal policy and pointed out the deficiencies in the policies. Third, based on the successful international experience and considering particular Hunan situation, it applied the theories of public finance, tax control and fiscal policy management to circular economy development. It also raised some advices to further increase the support of financial resources for circular economy, to comprehensively optimize Hunan tax environment and to establish and improve a supporting financial policy system for Hunan circular economy development.
