With the development of economic globalization and the knowledge-based economy, human resources management becomes more and more important than before in the economic management. It will be the most creative and most potential resources for an enterprise's economic growth. Therefore, human resources management is playing a very crucial role in economic development and will bring tremendous benefit for its user. For the reasons mentioned above, Human resources strategy becomes the first option for Commercial banks' development, whereas, the performance management strategy is the core of human resources management, which plays a crucial role in achieving the organizations strategic goal. At the present situation in our country, there are still some misunderstandings for commercial banks to build performance management. How to build an effective performance management system and establish a correct performance management concept becomes an urgent problem for commercial banks to resolve theoretically and practically.Based on the theory of performance management, integrating with the characteristics and pratical demands of commercial banks, this paper details the meaning, content, functions, principles and some commonly used methods of performance management. The author analysized the key index system for the commercial banks and the management process of key index based on the critical success factors of corporate strategy. In practice, this paper take China Construcion Bank Hei Longjiang Branch as an example, pointing out the necessity and feasibility of the implementation of performance management for the bank and discusses the major procedures of performance management in detailed. Finally, the paper described the effect brought by performance management for the bank.
