Research On Behavior Of Local Government In The Regional Innovation System

Under the background of globalization, knowledge-economic and sustainable development, the development of world economy becomes more and more regional. The innovation ability and the regional innovation system of a region turn into the determinant to get competitive advantage. It is known to all that, regional innovation theory can bring technique resources and intelligent capital into modern regional development theories, and it is a new perspective for regional development theories.The regional innovation emphasizes regarding the entire region as an organic innovation system. In the organic innovation system each behavior agent (Central authorities, local government, universities and R&D centers, enterprise, intermediary organs and so on) in the processes of coordinated innovation plays various roles. Especially local government, by right of its special status completes the system function which the other innovation agent is unable to realize. Therefore, we must clearly recognize the role of the local government in regional innovation system; exactly identify behavior of the local government in order to keep the benign development of the regional innovation system, and promote the regional economy and even the state economy to be healthy, sustaining, fasting development.The discourse about the behavior of local government is very less, moreover is very scattered, lack of the system, the quantification and the dynamic analysis and research, which is disadvantageous to the benign development of the local government. Based on this consideration, the dissertation will use the different characteristic which in the regional innovation system the different life cycle display to divides the behaviors of local governments into types throughout researching the theory of domestic and foreign regional innovation system and the behavior of the local government in the regional innovation. On the foundation of qualitative analysis fully use quantification analytic method to gain the contribution value of the 31 provincial local governments in regional innovation system, and divides the 31 local governments of provincial region into the different time by the method on the present. In different life cycle the local government displays different characteristic, therefore the methods are very different. Moreover, the four targets of the local government contribution value system in regional innovation system, namely the direct innovation investment, the contribution degree of hard environment, the contribution degree of soft environment, social efficiency support degree, to find the right role of local government in regional innovation system. Throughout the above research, and the deep analysis of the 8 typical regions, we can find the behavior shortcoming of local government in the regional innovation system, which can provide the feasible measure and suggestion so that the government promotes the innovation ability.
