A Theoretical And Practical Study On Economy Evaluation Of Hydropower Project In China

China has the most abundant hydropower resource in the world, while it is under lower development level and mismatched between the resource and the region economical level.Hydropower is the sole energy resource which can be massive and continuing developed at this moment. Hydropower is encouraged to be developed by Chinese government to meet with the electricity requirement from the development of economic and society, optimize the allocation of resource and electricity source structure, reduce the environment pollution and realize the sustainable development. Under the strategy of great west development, and with the implementation of project of power transmission from west to east and connection of whole national power network, Chinese government now are taking positive actions to speed up the development of hydropower, the hydropower has the prosperous future and will be kept as high development speed.The hydropower project is characterized as huge investment, long construction period, wide field involvement, complex technology and etc. The so called"three beyond"are torturing the investment management of hydropower project for a long time. The feasibility research is absolutely necessarily before the investment decision. The economical evaluation of project investment is the organic composition and the important part of the feasibility study.With the rapid development of the water power industry, how to prepare the feasibility study and the economical evaluation is the key to guarantee the scientific investment decision, improve the investment benefit. This paper reviewed the historic development progress of method and theoretical system of project evaluation, and the current status of domestic economical evaluation. The status and the characters of the exploitation of water power resource, and the developing trend of the hydropower industry are studied. The economic evaluation system of present water power project is studied, including cash flow estimation, financial evaluation, national economic evaluation and uncertainty analysis. The case study is implemented based on the detail hydropower project. The problems and concerned solutions of the current economic evaluation system are discussed in this paper.
