With the country's continuous efforts of increasing investment to the petrochemical projects, evaluation and control problem of the petrochemical projects has become one of the important tasks in the project management. As the project evaluation and control of our country started late and mostly uses the theoretical methods having existed abroad for reference. Therefore, our country is still lack of dynamic systematic theoretical methods in the research on the evaluation and control to the petrochemical projects.Firstly, this thesis sets forth the research background of the problem, and points out the problems existing in the evaluation and control of petrochemical projects in the country. Secondly, sums up the evaluation and control theories of the entire process of the project. Then, designs an optimum portfolio model subject to the restriction of the preliminary evaluation index system and resources of petrochemical project, makes a pilot study on the dynamic tracing and control methods in the control process of petrochemical project on the basis of analyzing the defects of the traditional control methods and analyses the defects of the traditional project appraisal methods and adopts "differential" AHP process to carry out the application research to the comprehensive later evaluation of petrochemical project, finally, carries out demonstration analysis to the models of early decision and later comprehensive evaluation of the petrochemical project through the data of the evaluation to validate its practicability, science and rationality on the basis of researching Qingdao Oil Refinery project.
