The worsening of global environment induces that more trade restrictive measures are used for the purpose of environmental protection, while the increasing of international economic competition weakens the functions of tariffs and traditional non-tariff measures. Green measures, used as trade barriers with characteristics of technically complicated and concealment in implementation, are increasingly used by developed countries for trade protectionism, while which are difficult to be distinguished and overcomed by developing countries because they are inferior in technology. China, as the largest developing country in the world, its imports and exports are widely influenced by green measures. This paper is composed of four chapters as follows. Chapter one develops the criteria of distinguishing green barriers and normal environmental protection measures. Chapter two discusses the impacts of green measures on multilateral trade agreements. Chapter three summarizes the influences of green measures on China's exports, of which predominant products such as mechanical and electrical, agricultural products and toys are most serious. The last chapter proposes the strategic countermeasures for green measures from the view of enterprises, government and industrial associations, which include developing environmental protection standards, measures of accreditation and certification, inspection and quarantine, coordinating and alert mechanisms etc.,participating in the negotiation of multilateral trade agreement and development of international environmental protection treaty, promoting a fair and rational international trade environment, and rationally adopting WTO dispute settlement mechanisms.
