Analysis And Optimization Strategies Of Coal Enterprises' Safety Cost

Coal is one of the most important resources in our country. In the consumption structure of our country, coal has the leading status. However, at present China's coal industry is still facing the grim security situation: the situation of the Safety Production has not been fundamentally improved, it changes greatly and has poor stability. Today, with the development of science and technology, the improvement of the legal system and macro society supervision and management system of the government, the inadequate and unreasonable safety input of the coal enterprises is one of the main causes of the coal enterprises' frequent accidents. In the circumstance which other conditions are the same, the level of safety devotion decides the safety production levels. Therefore, the systematic study of coal enterprises' safety cost, is good at controlling the safety input rationally, optimizing the safety cost structure of the coal enterprise, improving the level of safety management of the coal enterprise and promoting the coordinated development of the safety production.Because of these, based on the reality of the coal safety operation, combined with the traditional thinking of the cost, this paper defines the concept and the composition of the safety cost of coal enterprises and analyzes the main influence factors of the safety cost of coal enterprises. Then, it uses the degree of safety assurance as the scientific index of reasonably evaluating the level of safety state. It analyzes the changing law of the safety cost of coal enterprises from the aspect of economics; and establishes the analysis indexes of the safety cost of coal enterprises. Based on these, it uses Regression Analysis to make dynamic trend analysis of the safety cost of coal enterprises and gets the function between the safety cost of coal enterprises and the degree of safety assurance to construct the dynamic trend model of safety cost of coal enterprises. At last, the paper aims to propose the optimization strategy of the safety cost of coal enterprises by this model: In the premise of certain degree of safe assurance, minimizes the safety cost of coal enterprises; or in the premise of certain safety cost, re-allots the functional safety cost through Gray Correlation Analysis to optimize the degree of safe assurance. Meanwhile, the coal enterprises should focus on the technology and production of coal resources in different circumstances, and decide to choose one from "level" and "condition" optimization strategies.
