With the deterioration of the worldwide marine environment, more and more attentions are drawn to this matter. The marine environmental protection and the sustainable development have been the consensus of the human.There are many complicated factors causing marine environment pollution among which oil pollution from vessels, hazardous and noxious substances, deserted positioning of equipment and the discharges from ships are the vital ones undoubtedly. International marine organization, the professional organ which specializes in shipping safety and marine protection in the UN system, makes great contributions not only to the control of shipping safety but also to the protection against the pollution especially those from oil of vessels, hazardous and noxious substances, deserted positioning of equipment and the discharges from ships. So far, more than 30 conventions and rules which have worldwide significance and influences have been constituted, intending to protect marine environment. Many conventions have been supplemented and amended in practice, especially after some severe marine perils and marine pollution accidents in order to make them consummate gradually. These conventions and rules, of which the effects have been realized by the way in which the IMO promotes the execution of treaty of the flag state and strengthens the supervision mechanism of the port state, have formed a set of international norms which ensure the shipping safety and protect marine environment, having great influences worldwide.The IMO has done the outstanding performance and the scholars at home have not given systematic study in this field which offers the big room and value of research for this thesis. The author has been making efforts to do comprehensive study of IMO's efforts in the construction of the international marine environment institutions and status and roles in the past 50 years and try to summarize the features of the formulation and implements of the treaties and conventions relating to the marine environment. Based on this point, it expatiates systematically the development trend of the IMO on the international marine environment laws and institutionsAs an A---level member state of the IMO, China is facing the great pressure and challenge from marine environment protection. However, the laws and rules are not perfect on it. There is an inevitable way to strengthen the cooperation with the IMO in this field and make our formulations consummate. Therefore, while analyzing the formulation in the IMO on marine environment protection, this thesis also gives delicate and explorative expounding on the aspects of how to strengthen the cooperation with the IMO and make our constitutions of marine environment protection consummate, hoping to offer my contributions as many as possible.
