| The comprehensive ability of science and technology is the important performance of nation and region, which influences the economy and social development deeply. The evaluation of science and technology ability at Europe and America etc is already systematic behavior which guaranteed by lawmaking. Its content is movable and abundant, and the form is diverse, still it has a set mature of policy system and perfect management style. At our country, numerous scholar and expert of science and technology carried on unremitting research for the evaluation, and came into being systematic theory and method, but the research for the agriculture science and technology evaluation started from zero only, currently did not becomes an integrity. According to the above-mentioned condition, this text draws lessons from the Chinese and Foreign research result, based on the existed results, I analyze the comprehensive ability of the agricultures science and technology, and investigate with substantial evidence, set up the evaluation index sign system of which match our country' s enviroment, and base on it , I carry on the evaluation of agriculture science and technology ability respectively according to 18 Cities in Henan province and 30 provinces or cities in China.This literary adopts the method which combine the norm analyzes with substantial evidence analyze. Firstly aims at agriculture science and technology present condition, puts forward evaluation foundation , does an objective explaining and generalizes with regard to the main composition of agriculture science and technology comprehensive ability , sets out from the request which the agriculture depend on, fixes attention to the analysis of "what is actually", refers on former related data , combines the expert consultation, designs evaluation index sign system, according to "what should be" gives an expert's judgment ;The second, according to Henan province and it's18 Cities districts and 30 province district, use the evaluation index system, carries on the substantial evidence research, synthesizes the comprehensive ability and places in order, By gray fixed weight clustering ,gives each city a coefficient to verify the comprehensive evaluation result; The third, from the angle of input and output efficiency, with the method of DEA, according to 18 Cities, 13 province districts , carries on the deep analysis to the comprehensive ability of agriculture science and technology.Synthesizing the result of evaluation result , we can discover that the ability of district's agriculture science and technology position and economic powers contain stronger connection, the gap between districts is obvious, so it is necessary to enhance supports for those weak and poor area, makes the funds devotion tilted to these places, promotes the technique market developing, enlarges policy support. Judging by devotion and output efficiency, those rank to reside in the ex- row, belong to the strong type district exists redundancy phenomenon, such as personnel, funds redundancy, another districts devotion redundancy and scare output phenomenon exist at the same time, such as the number of technique market trade, authorization patent is obviously lower, what indicate that most districts lack efficiency in the tiny layer, this needs to adjust to the devotion structure, raising the producing efficiency, enlarge independence innovation, fights for the best devotion and output efficiency on the higher technique level .we can also find that the phenomenon of looking up theory and defying patent is widespreading, The poor policy inspiring and indefinite direction should answer for it, so we must adopt measure to encourage innovation, raise the patent producing level. |
