Studying On The Exploitation And Utilization Of Fishery Resources Of Yongzhou Area

This paper investigated the fishery resources and aquiculture of Yongzhou area, by using normative and positive analysis, quantitative and qualitative analysis, method of integration theory with practice, and analyzed the actuality of exploitation of fishery resources that shows the lowness of the proportion and status of fishery in the economy of agriculture, forest, cattle and fishery, the smallness of the rate in use of usable surface of pond and ditch as well as the unit output of pond and reservoir, the sparseness of the resources of large water area, the lowness of fishing yield and average earning per year of fisher, and evaluated the economic benefit of Yongzhou fishery comparing to the whole Hunan province and the area of Hengyang, Chenzhou, Shaoyang, Yueyang. Thereby, it is explained that to exploit the potential of Yongzhou fishery resources is to advance the rate in use of usable surface, the unit output of breed aquatics, the rate of fine breeding of water surface, the average earning per year of fisher, the benefit of fish breeding in paddy field and the capability of processing piscatorial additive. This paper also discussed some problems existed in the exploitation of Yongzhou fishery resources: (1) incomplete system of right and belong of fish farming water, (2) formal simplification of realization of use with payment of fish farming water, (3) few fishery resources, single varietals of fishing, low price of fish product, (4) degradation of fish varieties, (5) serious shortage of investment in fishery, (6) backward measures of fishing products, medicines, feedstuffs and diseases, (7) difficulty in executing laws of fishery and in generalizing science and technology, severe breakage of fishery resources, (8) lag in manufacturing fishing products, (9) bad pollution of fishery waters. Accordingly, this paper brought forward countermeasure of exploitation of Yongzhou fishery resources: (1) strengthening guidance, transforming functions and eliminating obstruct of system, (2) enlightening layout of fishery farming according to economic benefits, developing leisure fishery, (3) adjusting structure of fish farming and optimizing layout of fishing resources, (4) building training mechanism and popularizing science and technology of fishery, (5) increasing investments in fishery, (6) Vigorously supporting the industry of manufacturing fishing products, (7) establishing the systems of prevention against fish diseases and authentication of fish products, (8) increasing executive force of the laws of fishery, protecting and proliferating fishery resources, (9) developing ecological fish farming of reservoir, pond and paddy field, (10) establishing diverse systems of financing and investing. This research intends to provide theoretical and practical decision-making basis for Yongzhou fishery administration, to release tension of employment and Yongzhou non-fishery resources, to enhance security of food supplies, to heighten standard of living of people and to increase economic incomes of fisher.
