Research On The Government Function In The Benign Interaction Of Industrial Clusters And Region Economical Competitive Power

The relation between the industrial clusters and the regional economy is extremely close. The industrial clusters promote the development of the region economical competitive power greatly, and the region economical competitive power promotes the tendency of certain industrial clusters.The benign interaction of the industrial clusters and the region economical competitive power has been discussed in this article, I put out the concept model of the benign interaction of the industrial clusters and the region economical competition power; I think that there are six effects between the benign interaction: resource assembles, farm-out, cost frugal, study and creation, competition and cooperation, brand and advertisement. I point out the government is playing a very important role in the benign interaction, such as working out policy, correcting marketplace dysfunction, resource assignment, coordinated growth, promoting the technology and institutional innovation, molding society cultural environment.In the article, I analysis the negative effects of the unreasonable industrial clusters which contain environmental pollution, waste of resources, hostile competition, cost increasing, building redundant, reducing efficiency; the measures have been designed: working out correct cluster policy, founding cluster developing platform, strengthening the construction of infrastructure, encouraging competition and innovation, keeping watch the government being out of order.On the basis of diamond model, the role of the government is fixed; five aspects such as interactive resource of region economical competition, benign gift motivation, connected estate moving, external strength drive, knowledge push are designed.The four main problems of the Jiangsu industrial clusters such as "cluster" replaced by "group", being dependent on foreign capital excessively, the ability to innovate is not strong, social security measure stagnates problem in developing.
