Chaohu, as a city of Anhui province, which is located in the middle section of China, has a great influence upon the provincial development and its own development.The following text is to probe into the problem of Chaohu foreign-trade future development through two parts: inside element and outside element.The inside element of Chaohu foreign-trade development: comparative advantage and competitive advantage is introduced by the comparative and competitive advantage of China and Anhui foreign-trade development. Then compared to Changzhou city, a developed city of Jangsu province, Chaohu has its own comparative and competitive advantage. Chaohu foreign-trade development must be affected by China and Anhui foreign-trade development circumstances, so some advantages in Chaohu foreign-trade development are the same as in China and Anhui foreign-trade development. As for the comparison with Changzhou city, it can be used to show the comparative and competitive advantage in Chaohu foreign-trade development. Meanwhile, it can be used for reference in Chaohu foreign-trade development. From the first part we can draw a conclusion that the comparative advantage of Chaohu foreign-trade development incarnates in such parts as resources, manpower, land and policy. As the realization of the competitive advantage, based on the continuous exertion of the comparative advantage, lies in its selective innovation and perfection, for example, the foundation of the characteristic leading high technology industry, which is made to play supporting role.Outside element mainly analyzes the effect of outside circumstances such as foreign-trade policy on Chaohu foreign-trade development. First, the effect of export drawback reform. The drawback mechanism reform, carried out again and again, by our country, brings increasing pressure on regional finance and has a negative effect on regional foreign-trade development. That is to say, based on natural resources and regional advantage, Chaohu tries to transfer its comparative advantage into competitive advantage, at the same time, taking market as means and site, innovation as core and guarantee, pays more attention to the change of outside foreign-trade policy, organizes resultant force to make regional foreign trade develop faster and higher.In general Chaohu foreign trade should follow the way that gives priority to inside element, pays attention to outside element and integrates both elements to win innovative development.
