Although achieving remarkable success, but the question of urban management is also extremely prominent. At present, in view of the questions about urban management's connotation, main body, method and characteristic and so on. Scholars launches the intense discussion, carries on the positive exploration. We may summarize the relevant urban management idea into following four main questions to carry on elaborated: "Why has to manage?" "Who manages?" "What manages?" "How manages?"Revolving these four main questions, we can get four representative management ideas at present, namely: 1. Urban management concept of taking fund as goal guidance, 2. Taking enhancement of the city competitive ability as the goal guidance, 3. Taking function as goal guidance, 4. Taking system as goal guidance. In fact there are many deficiencies on these urban management ideas. They have neglected the substantive rational values and all emphasized the tool rational efficiency, although the urban management has obtained the remarkable economic effect. Whether common people need these management achievements, and whether advantage to the city long-term development and social, economical, environment sustainable development; If we pay too much attention to the increasing of city property, neglect the increasing of city overall value, the fixed asset of the city scale truly grew, but the city ecological environment was worsen, that would cause the value of city to be depreciated; The city changed attractively, but the inhabitants in this city had lost the pleasure of life and joy of work; Lacking in the democratic concept, The government arrogates the urban management to be oneself, removing the populace beside the management.In fact idea instructs practice, government must urgently understand the idea and the value orientation which the urban management has to follow, in order to instruct and standards the behavior and practice of government's urban management. The urban management as one but not mature new idea, needs earnestly to be discussed and innovated, simultaneously. If practice more and more, urban governments' choose urban management. In the upsurge of current urban management, city actual disease is encumbered and malformed developing, and gradually moving towards the reverse side. The city government appeared many failure in the urban management process.This article analyzes each kind of disaster influence which took place in the urban management produces, goes into seriously its causes, and tries to discover the flaw behavior of urban management government which should take the primary responsibility to each kind of city disease. On the base of analyses further in the government flaw behavior reason, puts forward the constructive proposal that is how to prevent and controlled disadvantages in urban management flaw behavior of governments.No matter whether theorists acknowledge or not, urban management is essential choice and competitive way with other cities. Urban management itself does not have mistakes. The essential responsibility of many problems lies in the urban government. It was precisely government's behavior having much flaw and deviation in the urban management process that causes questions becoming more serious day by day which originally could be avoided. How to standard government behavior becomes an urgent matter. This article makes every effort to make some explorations in the urban management practice domain and the realistic stratification.
