In the process of urbanization, a large amount of rural land has taken over for the non-rural use, and lots of villages around cities have gradually become part of cities. That comes out Village-in-city. Some of the land-losing farmers, living in the Village-in-city, grow to be urban residents because of the Household Register System. But they have difficulties in finding jobs, on account of the system barrier and their conditions. Their unemployment phenomenon gradually becomes a serious social problem that influences the development of our country in economy and sociality. So setting up and improving the system of employment security of the residents in Village-in-city is a very urgent problem. In recent years, lots of researches have been done on the rebuilding of Village-in-city, but few people concern on the employment security of the residents in Village-in-cities. This paper will use theory and practice to discuss on the employment security of these residents.First, this paper uses theories of employment and social security to analyze the employment problem of residents in Village-in-city and the responsibility of government. Then the paper studies the present employment situation of residents in Village-in-city in Guangzhou, with respect to their desire, ability, concept, structure and rights of employment. After that, the paper analyses the problems in carrying out the employment security policy of residents in Village-in-city, including policy publicity, employment services, training system, social security and social support. At the same time, the paper explains the reasons for that. In the end, the paper makes a suggestion on setting up and improving the system of employment security of residents in Village-in-city, and talks about guidelines, government duty, social support and individual participation.
