Study In China's Urban Housing Guarantee System

China is in rapid economic development and urbanization period, and has entered into a key stage of the transformation of economic society. Facing to the historical responsibility, which is to build a socialistic and harmonious society, the Party and the government are going to pay much more attention to solve the housing problems which are tightly related to the immediate interests of the broad masses. Protecting and improving people's living conditions is an important aspect of the realization of basic human rights. In the 20th century, with the development of industrialization and urbanization, some leading developed countries like the U.S.A., Britain, Germany, Japan, Singapore and Hong Kong have established and improved their own housing guarantee system. This article not only studied the current enforcement of China's present urban housing guarantee system, analyzed the problems occurred during the enforcement of China's urban housing guarantee system, but also analyzed and used the experience of the leading developed countries, which has active enlightenment to establish a housing guarantee system conforming to China's national conditions for reference. In addition, this article has given some policy-related recommendations to improve our country's urban housing guarantee system. Urban housing guarantee system relates to the immediate interests of the broad masses. It is an important system arrangement of establishing a harmonious society. Moreover, it is one of the important points to harmonize the different interests. At the new starting point, in order to advance the revolution of the housing guarantee system, we need to base on the reality and stick to the correct principle. On the other, we need to follow the development of the economic society and its fundamental regulation of establishment. As a result, the housing guarantee system of our country will become the cornerstone which can be used to protect the broad masses' interests, to ease the social contradictions, to support to establish a harmonious society. Thus, in order to achieve population residency should be established to protect the population live more than 80% of the rights to the goal of housing system, the establishment of a series of related land supply, construction, sale, use, transfer supporting policies to curb excessive market speculation and maintain the city property market stability and development.
