The answer academically is shifting to the regional entrepreneurship. Entrepreneurship could be broadly conceptualized as the discovery of opportunities and the subsequent creation of new economic activity, often resulting in the creation of new organizations. And cluster's entrepreneurship is the entrepreneurship phenomena at the clusterial level. The flourish of entrepreneurship is the basic dynamics of consistent region-development.The cluster's development is divided into different stages. And the entrepreneurship-birth-rate and the emerging firms of different stages have their own traits. This paper discusses the trace of the cluster development when it exists upgrade or non-upgrade in a global value chain by using the ecological one-dimension and two-dimension competition models. When cluster can not upgrade in the global value chain, we describe the development of cluster in one-dimension logistics function. The result is that the entrepreneurship-birth-rate of cluster appear to a inverse U-shaped relationship between nascent entrepreneurship and stage of the cluster's development, and that the type of entrepreneurship goes through Entrepreneurial reproduction,Entrepreneurial imitation,Entrepreneurial venture and Entrepreneurial valorization. When cluster upgrades in the global value chain, we describe its development in two-dimension Lotka-Volterra model. The result is that regional development appears to a wave figure, and that there is a U-shaped relationship between nascent entrepreneurship and stage of the cluster's development when cluster can upgrade in a global value chain, and that the type of entrepreneurship is mainly Entrepreneurial venture in the upgrade stage.The strength of cluster's network-tie has its important impact on entrepreneurship at the regional level. Identification of entrepreneurship opportunity and recombination of entrepreneurship resource are the two key-step in the process of entrepreneurship. So entrepreneurship could be simply defined the as the combine of entrepreneurship opportunity and entrepreneurship resource. And the network-tie could be divided into strength network-tie and weak network-tie according to Granovetter's point of view. After summarizing the lectures about relation between network-tie and entrepreneurship we put forward our research standpoint that weak network-tie is propitious to the identification of entrepreneurship opportunity and network-tie is propitious to recombination of entrepreneurship resource. We establish a model to imitate the process of entrepreneurship at the regional level and find that strong network-tie is more likely to boost regional entrepreneurship compared to weak network-tie.Finally, this paper use Empirical Evidence from Haidian Science Park of Zhongguancun and Shaoxing's textile cluster to examine the theoretic findings. Thereinto, the verification of actual data of Haidian Science and Technology Park perfectly support the conclusion of relation between cluster's development-stage and entrepreneurship, so does the type of entrepreneurship. We could also draw another conclusion that Haidian Science Park of Zhongguancun can still keep driving development momentum within the future 7 to 8 years. The point of view, that weak network-tie is propitious to the identification of entrepreneurship opportunity and network-tie is propitious to recombination of entrepreneurship resource, can be supported by the case of Shaoxing's textile cluster.
