Automobiles come forth when material civilization has been run to quite a high degree, and the developing level of automobiles industry usually indicates what an extent one country's industrialization has reached. With the great progress in our country's industrialization recent years, the number of automobiles has arrived at 28 million from 1.36 million in 1978. However, every automobile has a finite time to be safely used, its performance will degrade greatly if it has been run in excess of a certain miles or time, and it is forced to be discarded as useless. Nowadays, end-of-life vehicles every year, which have serial safe problems as well as having negative effect on environment, add up to more than 1 million, and the value will be bigger and bigger along with number of automobiles. Therefore, it is stringent to set up an advanced architectural framework to recycle end-of-life vehicles step by step, which is in favor of safety, environment protecting and resource reuse while far-sighted regulations on administering end-of-life vehicles are required to established.As EPR being one of policies in many countries, this paper presents a waste architectural framework about recycling of end-of-life vehicles based on EPR, which takes economical benefits into account combined with environment benefits and society benefits, according to industry characters of recycling end-of-life vehicles. And this paper explains its main viewpoints by four following interrelated sections: firstly, section I summarizes status quo and developing trend in recycling end-of-life vehicle industry after researching on referred policies and market environment; secondly, the end-of-life vehicle recycling architectural framework based on EPR is given in section II, its basic elements and relation among them are also described in detail; thirdly, this paper analyzes three different operation modes on recycling end-of-life vehicles respectively, finds their own traits and applicable situation by comparison, which can be regarded as decision basis for producers to select an appropriate mode; from recyclability assessment of products perspective, an evaluating means about producers'performance in recycling and processing end-of-life vehicles are discussed at last.
