With the fast growing of Chinese economy during the last 20 years, the demand of energy increased sharply. The shortage of general energy is becoming the bottleneck that obstruct the sound development of Chinese economy. And the exploitation of general energy has brought about the contradiction of resource and environment. As a substitute of general energy, Bio-energy is significant to the macro-economy and the sustainable development of China. But the research in bio-energy construction project is still in primary stage: we paid lots of attention to the economical feasibility evaluation, but insufficient attention to the social and environmental impact evaluation. These result in negative impact on bio-energy project.According to these problem, this paper chose bio-energy project social evaluation as research direction aimed at provide an evaluation index system and the needed mathematic model for the bio-energy construction project. This paper consist of the following content:(1)Analysis the social evaluation of construction project in nowadays and in the future.(2)Analysis the characteristics and principles in the evaluation of bio-energy. (3)Present the method,model and the index system which are used to evaluate the bio-energy construction project.(4)Demonstrate this evaluation system in a representative bio-energy corporation.The paper's innovation:Explore the vacancy area of social evaluation in bio-energy construction project in China. Constructed the evaluation system by applying the Analytic Hierarchy Process according to the characteristics of bio-energy construction project, and ascertain the weight of each index. Built the fuzzy evaluative model by applying the mathmatic fuzzy theory.
