The Research Of Industrial System Construction Under The New-type Industrialization Goal

Since stridden in the new millennium, along with the transformation of current economy development as well as the gradually exposed malpractice of the tradition industrial system, choose the new-type industrialization path, constructs the new-type industrial development system, then realizes the sustainable development has become the important content to economy development, this thought has rapid spread and widely approved by the world. The rationality of industrial system and the industrial development need the strut of actual spatial, the resources, the environmental condition, and needs the instruction of concrete theory either, using theories and methods of economic ,geography and so on, annotation the background, the connotation ,the function and structure of the industrial system under new-type industrialization goal. Through the diagnosis analysis of Changchun, this paper in view of it actual situation in the economy development, proposed some mentalities, methods and suggestion to its development, attempt to construct a system conform to the actual industrial development of Changchun, the author hopes that this kind of pattern can make positive contribution to the economy development of Changchun.The first part, as the proposing of question, mainly introduced the background of the new-type industrial system; give the connotation of new-type industrial system, and the correlation theory.The second part is the further research of new-type industrial system. Based on the new-type industrialization goal and the new-type industrial system's connotation in first part, summarizes the characteristic of structure and function of the new-type industrial system. The third part, introduced the appraisal method to the industrial system using the gray connection analysis; Proposed the principle which followed by the constructs of new-type industrial system, the goal, sustainable, flexibility ,relevance and so on; Emphasized the reasonable industrial system should matches with the characteristic of local resources and the system, the leading industry elects should sufficiently to lead the coordinated development of three industries, and the industrial system should be an open system, through the exchange and the cooperation with other industrial departments and the outside, promptly carries on the self- renewal and adjustment; Pointed out that the regulation to the new-type industrial system should carries on from the administration, the consultation and the market.The fourth part, based on the comparison to the four big cities of northeast, analyzes the actual development condition and the status of Changchun; Using the quantitative analysis method, carries on the whole appraisal of the Changchun industrial development situation as well as the connectional development situations with other industries; According the actual development condition, discussed that the Changchun's new-type industrial system should be prioritize develop several industries and the mentality of their construction and development; Proposed several suggestions to carries on the macro economical regulation and control to the Changchun's new-type industrial system.
