The Research For The Issues Of The Financial Support Of The Development Of Western Region

Because of the bad geographical environment, lack of resource, lack of capital, and lack of qualified personnel, thus, China's western region develops in a slow rate. In September 22, 1999, the Fourth Plenary Session of the 15th Party formally proposed "western development strategy." Subsequently, The country has introduced two programmatic documents that require financial institutions to continue to increase financial support to western region, including "on the implementation of a number of policies and measures concerning the development of the western region," and "western development policies views on the implementation of the measures ". According to these two programmatic documents, People's Bank of China and all of the headquarters of State-owned commercial banks and policy banks design some implementations that support western region on finance, and define focuses on the financial support of the development of western region.In respect to theories, China combines concrete situation of China and draws lessons from the research result of a foreign finance development theoretician, putting forward district finance theories whose core is the study on finance development and the change of the space structure of finance development. District finance theories think there are some relationships between district finance development and district economic growth. On one hand, district finance development improves district economic development, so financial factors can't be neglected in the district economic growth, meantime, it is long-time. on the other hand, district economic growth restricts district finance development.We draw lessons from successful experiences that foreign countries improve district economic development, for instance western region development in the unit states, Hokkaido development in Japan etc., meantime, combine real situation, and raise some advance in order to resolve some issues on finance support western region development, when writers study on financial support of western region development, because the study of district finance development is in low level in China.
