To realize the rapid development, the successful and important means Chinese people relays on is to transfer the most abundant human resource in the world into incomparable human capital. Therefore, with the shortage of human capital in our country, how to accelerate and increase the level of human capital population has become the very important and urgent task.China is a developing socialism country .The government must enhance the human capital investment and improve the level of citizens'morality in order to keep the long-term and stable development of economy and society and construct a harmonious and well-to-do society for the whole people.
