There are a number of surplus labors in Chinese rural areas who are of low quality and eager to be transferred from agriculture to other industries. To train those rural labors non-agricultural working skills is very important before their immigration. And it will be very meaninigful for developing modern agriculture and pushing the construction of rural areas forward. Though the training of non-agricultural working skills for rural labor immigration has got a rapid progress in recent years, China still has a long way to go before it decrease the number of rural labors to a reasonable level. The low quality of those labors, the lack of the training demand and supply are the key factors blocking China's steps of diminishing its rural labors' quantity. Therefore, to make some study on the training demand and supply , and the laws of their changes , will be very useful to accelerate the process of diminishing Chinese rural labors.The author puts his focus on the training market movements. The relative research shows that the training demand is determined by the rural labors immigration demand, the opportunity cost and the training price. And the supply of training is affected by the relative policies and the price of the inputs. Government can achieve different goals by making different policies which will affect the training market heavily. The author also assumes the shape of the curve of the training demand and supply that China faces. Furthermore, the author analyses the effects of some policies, such as changing the admittance requests of the training market, subsidizing trainees life expenses during the training, subsidizing trainees training expenses and so on. Through those analysis, the author think governments subsidy should definite the money's use in order to get better results. Finally, the author suggests that the government should invest more to help rural labors attend the training, and also should make efforts to improve the social situation of the rural workers, to offer more service, such as information service, the policy aids, and so on, to activate the training demands of the rural labors. Besides, the government should help the training schools to improve their training capacity so as to improve the training quality.
