The Theory And Method Research Of Workable Competition In China Power Market

The electric power is the national economy prop industry, every countries extremely attach importance to the development of electric power. The transformation and development of electric power is one of the most active researching problems in Industrial Economics field. In 2003, our country officially started the electric power structure reorganization and the market competition reform. Enhancing the electric power market workable competition and making the entire national economy develop continually is the main work in current and even from now on. But because of partial nature monopoly attribute of electric power industry, there is still a long way to realize the transformative goal of workable competition. Many factors that block market competition have not been eliminated.Thus, the Paper started with the analysis of the workable competition theory in West Industry Economics, but the theory used before defines workable competition to the equilibrium of the economies of scale and competitive vigor, it considered the economy of scale is the only reason that the workable competitive market is different from the perfectly competitive market. Following that the standards of workable competition contained some tracks of perfectly competition. So the Paper first compared the different efficiency between the perfect competition and monopoly, then it analyzed and established the workable competition theory frame and the appraisal system from the market structure, the market static state efficiency and the market dynamic efficiency three aspects. It also established a model for workable competition which makes it more applicable and removed bottle-neck of its development. Basing on it, this paper has analyzed the competitive status of the Chinese electric power in both quantity and quality, and for the purpose of providing some policy suggestions for the electric power realizing effective competition.There are six chapters in the Paper. The Chapter One is introduction. It has carried on the analysis to the paper's research background, illustrated the significance of the research, trimmed the relative references and evaluated them. Then it put forward the studying route and frame. The second part has carried on the new exploration and appraisal to the workable competition theory, it has established the workable competition foundation frame and the theoretical model from the static and dynamic aspects, In Chapter Three, based on the before article theory, it gave the workable competition appraisal index system from the market structure, the market static efficiency and the dynamic efficiency aspects. The Fourth Chapter is the core part of the paper, it analyzed the competitive status of the Chinese Power in both quantity and quality according to the workable competition appraisal index system. Chapter Five elaborated the rational proposal to realize the workable competition of our electric power. It contains three proposals: the first is advocating the power enterprise social responsibility; the second is allowing the folk capital participate in the power; the third is promoting the government to establish rules and regulations policy. The last chapter gave the summary of the paper, point the main research innovation, limited part as well as the future research direction.
