Research On The Government Budget Expense Managing

The government budget is government revenue and expenditure plans. Because of its broad involvement, the government budget has direct effects on all strata, all departments, all enterprises, all individual interests in the society, and has increasingly been focused by all strata. In recent years, China has carried out reforms in government budget, such as the fiscal budget, departmental budgets, and gains some results. However, there also exist a long way from the requirements of the socialist market economic system, and it has become a priority of the moment to take effective measures to improve the management of government budget. In this paper, the government budget is elaborated from a different perspective, the budget-expenditure system is researched, and several evaluation measures on effectiveness of government budget are enumerated.By analyzing the establishment and management of public expenditure budget in Norway and Greece, we have learned from the successful experience of the management of budgetary outlays, elaborate the status of management of budget expenditure in china, analyzes problems existing in management of government budget expenditure in china. By means of theoretical analysis and comparison analysis, we Aggregate and extract some budget management experience; and also put forward a series of recommendations and suggestions to solve the problems.
