Theoretical Study On The Harmonious Development Of Scenic Resort-Community

At first, this paper clears up and defines the relative concepts and types of scenicresort and community. Scenic resort—community is formed on the basis of theinteraction between scenic resort and community, which includes the stakeholders, themain structure, three layers and its development stages. This system has differenttypes according to the dimensions from resource, space and development motive.Development-oriented and protection-oriented scenic resort—community are thefocuses of this study, the latter one of which is paid more attention.The theoretical origin of harmonious development of scenic resort—communityare humanism, social equity theory, harmony theory, participational developmenttheory, stakeholder theory and agency theory. Research of the contradictories and theirevolvement is the emphasis and nodus in this paper. Contradictories includesauthorities and institution, multi-value and moral risk, harmony and competition, theyare represented as unbalanced transformation among authorities, capital and benefits;deviation between institutional rule and living logic; individual rationality andcollective choice; commonland tragedy; inside controlling and power renting.Based on the deep analysis of the contradictories, the harmonious developmentof scenic resort—community can be viewed from five aspects, which containseconomy, function, environment, culture and resource. Successively, they include planfor cooperation, industries, employment and investment; functional orientation anddivision; natural and man-made environment protection; value identity and culturalintegration; clear property measurement and fully exertion of tourism value ofcommunity resource.Finally, the mechanism construction of the harmonious development of scenicresort—community is planned from the perspective of whole process and multi-layer,in order to provide theoretical support and guidance for practice. The mechanismsystem is made up of inter-restriction liability mechanism; integrated planningmechanism; cooperating construction mechanism based on the stakeholders;public-private cooperative management mechanism; fair and reasonablecompensation mechanism; community professional capability production mechanism;profit-equity distribution mechanism and effective coordination and supervisionmechanism, all which have a close connection with a lot of practical cases study.
