The Research Of Industrialization Of Hainan Tropical Agriculture Investment Environment

Good investment environment not only plays an important part to attract investment of all sources but also promotes the local economic development. Hainan province, to actualize the sustained rapid economic development, has proposed the goal of optimizing its investment environment within three years. The year 2005 saw a surge in this effort. Constructing good investment environment for industrializing tropical agriculture is a crucial premise for implementing the stratagem of "one province two zones" (one province refers to the eco-friendly province, two zones refer to the zone of tropical tourist destination and the production base of tropical agricultural products).The economic development of Hainan province has gone through ups and downs since its founding in 1988. However, its investment environment has yet to improve. Since 1998 the province has experienced gradual revitalization in economy. Recent years have seen both international and domestic enterprises swarming to the island for investigation or investment, in particular some leading agricultural enterprises showing great interest in developing tropical agriculture, which has pushed Hainan into a critical period of development. Therefore, how to attract the investors for long-term development and how to optimize the investment environment has topped the agenda.The thesis, grounded on the theories of public management such as organizational behaviorist, public management, systematic science, public policy economics, expatiates on how to improve the investment environment for industrializing Hainan's tropical agriculture on the basis of analyzing the factors affecting the hard and soft environments. The thesis gets footed in the current situation of the province and prospects in this respect together with the practical experience of developed countries and regions. In both theory and practice, the author makes in-depth analysis and comparison between the factors promoting and affecting the investment environment for industrializing agriculture and construes the mismatching between the investment environment and the current agricultural development, thus proposes some concrete countermeasures and farseeing suggestions based on the analysis of the constituents in Hainan investment environment with Miss He Xiao-man's model.
