| Shaanxi and Gansu province, Ningxia Hui and Mongolia Autonomous Region, with their rich natural resources, the local resources development has to the place and the country great economic interest; meanwhile, it also brought about some negative effects, such as some ecological problems caused by oil, coal and gas cultivation, and some suspended problems caused by the conflict between various interest entities. The main study of this thesis is focusing on the interest conflicts and the interest sharing. This thesis has six parts:The first part is an introduction which is discussing the meaning and background of the study, summarizing the theory about this study, then propounding the thinking and structure of this thesis.The second part is an introduction to interest conflicts and the interest sharing, and analyze various interest entities.The third part and the fourth part are key part of this thesis, deal with the reason to the conflict, and composed the basic reason is backwardness to our country property right system, and the legislative construction is lag. At present, our country's resources property right system construction is lag; there is no respect and approval for the people to the resources' property construction, at the same time, the farmer, he has not the ability to negotiate with the enterprise, caused the conflicts occurs unceasingly and aggravating. Therefore, how to consummate system arrangement, establish the benefit sharing mechanism in the economy developing process, is becoming a problem must be solved quickly.The fifth part and the sixth part are focusing on the construction of interest sharing mechanism and regulation system arrangements. Through modern economic analysis tools such as system economics,property right economics and game theory ,this paper is to make a systematic study on the systems of interest conflicts and regulation in the above-mention areas, with an aim to set up intrinsic integrated interest arrangement system with a balance between interest drive and restrain, interest increase and harmony, and with full consideration of efficiency and fairness as well. The present thesis, through a study of the particularities and difficulties of the problems caused by the resource development in the above-mentioned areas, further deepens the perception of the regularity of the problems and provides important theoretical basis for the decision-making of some department concerned and the central government. |
