| Human resource outsourcing is defined as the transfer of operational responsibilities for ongoing human resource services or functions, which would normally be performed by internal staff to third parties. As an important means of optimizing and integrating both the internal and external resources, human resource outsourcing is presently adpoted by more and more enterprises at home and abroad, for it helps to reduce the operational costs, sharpened the competitive edge, as well as focus on core business functions. Human resource outsourcing is developing and spreading quickly worldwide.Wholly foreign-owned enterprises are the first to introduce human resource outsourcing into China. Guangzhou, as a city of economic prosperity located in southeast coast, the business of human resource outsourcing is developing very fast. Compared with the state-owned enterprises and private enterprises, wholly foreign-owned enterprises in Guangzhou are more developed in human resource outsourcing. The author carries out an empirical research on the factors that influence the human resource outsourcing decision-making process in the large wholly foreign-owned enterprises in Guangzhou. Then the influencing factors are combined as an indicator-evaluation system, which is applied together with analytic hierarchy process to construct the human resource outsourcing decision-making model. The decision-making process is demonstrated to explain how the enterprises decide whether or not to outsource the human resource functions. |
