Entered the 21st century, as the information technology develops violently and economic globalization grows rapidly, human being society has come into a new era led by knowledge, the intellectual capital has become the key competition advantages and knowledge management (KM) has playing a crucial role in value creation .Human resources, organization and technology is three supporting systems in KM, the voluntary sharing of knowledge by individuals is a key element in the implementation and success of any knowledge management endeavor. But the society dilemmas , as the most obstacle through the whole process of KM .In order to resolve such difficulties ,we should design and develop a new incentive system to ensure KM efficiency and effectiveEmployee's participating behaviors are not only influenced by self-demand features, but restrained by competency, motivation methods and circumstance. This paper analyzed the motivation demands of organization and individual in KM. Focusing on the strategy steering and taking the competency as common development goals of organizations and individuals. We tried to take advantage of the competency resources to improve the knowledge resources and use the knowledge resources to promote the competency resources .By ways of leadership motivation, group motivation and system motivation. We intended to build a incentive net to integrate KM system, incentive system, information system and human resources system to realize the mutual competency development between individual and organization.
