From the perspective of practical and operational, this article discusses thedevelopment pattern of cultural tourist product and its fund support—the entry ofprivate capital, also its administrative support—the foundation and functions oftourism management. Firstly, it discriminates the concept of cultural tour, and takes a detailed briefing on the current development and cultural tourism resources in Ganzi, then carries on the fuzzy math comprehensive evaluation matrix. Next, on the basis of the existing cultural tourist products, discusses the developing way from two aspects: cultural traveling projects and cultural amusement projects; for cultural traveling projects, in view of three representative products: special line products, region cultural tourist products and festival cultural tourist products, it proposed the general designing idea of cultural tourist products; and for cultural amusement projects, takes two patterns for reference, that is "Yunnan Ethnic Village" and "Tanghla model". After emphasizing the importance of the private capital to the development of cultural products, it discusses how to bring the private capital from three aspects: the attracting capital mode, the way to broaden the channels for attracting investment and the investment comprehensive evaluation; meanwhile, takes Kangding County as the example to analyze the actual situation. Finally, briefly talks about the current development of China's tourism authority and the role it playing, then proposes a basic principles of founding the tourism management against the existing problems, which is: the foundation of tourism management must according to the size and status of the destination's tour industry.
