| The transferring of the country surplus labor force from agriculture to non-agricultural production industry, from countryside to city, is currently an important characteristic in our country society . But the low professional skill quality of country surplus labor force has become "the bottleneck" factor to restrict its effective transferring. Agricultural laborers who were already changed in city are most unable to adapt the industrialization and the modernization and were gradually by the edged .The government-orientated transferring training pattern is currently the main reason which reduces the low and ineffective training result. Therefore, the theoretically analysis and the discussion on the government function of transfer training of the country surplus labor force, the judgment on government and other rights and interests in the training role and function have the important theory significance and the practical significance, So as to speed up the country surplus labor force transferring, and impel coordinated development of the city and countryside economy and enhance the agricultural laborer's city compatibility.This article takes literature law, qualitative and quota analytic method as main research technique, launches the elaboration from four parts:The first part of article analyzes the necessity of our country surplus labor force transferring training ,by penetrating the quality of surplus labor force and the present situation; The second part points the market malfunctions for cuts into the spot, analyses the necessity for government involving training , and carries on the general analysis to the government and other rights and interests in the training role and the function, elaborates in government function in rural labor force transferring training; The third part carries on the analysis in the employment training function condition such country as American, France, the England three countries governments, sums up experience; .
