In modern society, job mobility is the important characteristic of the market economy. It's not only vitally related with the public's benefits, and still an important way of the social resource allotment. To the state-owned enterprise in the social transformation and the system reform, the staff's division is also important. From the result of the division, it not only relates to each worker's benefits, but also relates to the reasonable and excellent installment of business enterprise resources. To each staff, owning a good work is the assurance of a certain living standard and social status. To business enterprise, the staff's division is the relocation to the existing human resource.This paper tries to take social capital theories as instruction, treat people's social relation as a kind of social resource. Under the certain condition, this kind of social resource can convert into "Guanxi" capital, and people can acquire the advantage of economy by making use of this kind of "Guanxi". At this time, this kind of "Guanxi" turns to the realistic social capital from the latent social resource, then affect the process of the staff's division. Through the cases study of the work changes in NO.1 steel factory, this paper has analyzed the functions of "Guanxi" capital and the factors, adopting the research methods of qualitative analysis and quantitative analysis.This paper includes 6 chapters:Chapter 1: introduction. This chapter discusses the background and value of the research. Looking back related theories and the summary of current researches, this chapter puts forward the possibility and the innovation of research.Chapter 2: research project. Hypothesis, frame, concepts, data investigation and typical case study are discussed in the chapter.Chapter 3: case study. The process of the division and the operation of the "Guanxi" are elaborated in the chapter.Chapter 4: the analysis about the functions. Strong ties hypothesis is put forward in the chapter.Chapter 5: the analysis about the factors influencing the operation of "Guanxi" capital. As the factors, human capital and institution are discussed in the chapter.Chapter 6: conclusion. Provide the summaries of the paper and the future study.
