One of the important aspects in carrying out the scientific development view is to realize the coordination development of economy and human settlements. Human settlement, which is composed of natural entity, social entity and the building takes the person as the center. It is not only a place for the industrial layout, but also the inhabitant's life space. It is important not only because it is relate to the quality of the city's sustainable development. But the quality of the life of the residents.According to the definition of human settlement, the different years of one region can be chosen to consult and calculate human settlement. So we can contrast to human settlement of one region in different years and obtain the index of every year of the human settlement. In addition, though calculating human settlement, we can see the changes during the years, such as whether the index has got upper or lower.One of the important contents of a city's sustainable development is to achieve the coordinated development between economic and human settlements. Coordination of the two systems can directly affect their own development. First, human settlement is the human's living condition and the basic place for the city's economy. And also it is an important indicator of the people's material and cultural lives. In addition, economic development could serve as the prerequisite and basis for the development of human settlements. It can directly affect the city's overall economic strength to the cities, such as education, culture, science and technology, investment and transport, post and telecommunications, building roads and other infrastructure, etc. This shows that the coordinated development of both is essentialThough the research about the coordination between economy and human settlement in Changchun from 1998 to 2003,this paper finds out the flaws of human settlement in Changchun, and puts forward resolving methods which has important sense to realizing sustainable development of Changchun and improving the people's living level.Nowadays, the research of human settlements concentrates on the index system only. The researches of the coordination between economy and human settlement are fewer and in Changchun city, this kind of researches are fewest. This paper uses systematic data and carries out qualitative analysis and specific quantitative analysis to calculating results. From that analysis, the author obtains her own conclusion.The main methods in this paper include principal component analysis and the degree of fuzzy math, which are used to calculate weights and seek the coordination degree. During the calculations of the composite index for human settlement, this paper has used the much popular method of the current academic, which is when establishing the indexes system, using various targets selected at different levels. When making quantitative calculating to the level of the two system's coordination, this paper has established indicators for the economy in the same way, and used the similar method for calculating the composite index of economic system. Though the composite index comparison of the two systems, this paper has analyzed the problems that existed in Changchun city's human settlement and then make up the corresponding countermeasuresThis paper includes five parts. Part one is theory foundation of research. It defines what is human settlement, the classification of it and gives the calculation method; the second part is the quantitative calculation of the human settlement in Changchun city. Then analyze and evaluate the results; the third part is the research of the coordination between human settlement and economy in Changchun, which includes qualitative analysis and quantitative analysis. Through the coordination index, the coordination of the two systems is drawn; Part four presents the difficulties which human settlement of Changchun are facing. Last part puts forward resolving methods.The results show that in the period 1998-2003 in Changchun City, human settlement indexes can be divided into three stages. First is during the years 1998-2000, rapidly rising quality of the human settlement, all indicators of growth has increased such as the living conditions, the city's ecological environment, infrastructure and public facilities; in 2001, human settlement composite index declined, though not decrease obviously, some indicators of the significant decline in 2001 rapidly; after 2001,the human settlement composite index increased again, which become a relatively normal level.Meanwhile, the coordination of the human settlement and economic development in Changchun is relatively high. The year 1999 is coordinated quality levels to meet the demands of sustainable urban development. Although there have been some problems, such as the relatively poor coordination in 2001, only intermediate level of coordination. And in 2001, while coordinating quality has improved, the level of human settlement lag behind the level of economic development. So in comparison, the improvement of human settlement in Changchun is relatively slow.Based on the above analysis, we can see that Changchun City's human settlement level since 1998 had been a marked improvement indeed. However, compare to the economic development, the relatively lower growth rate in recent years becomes a trend. Therefore, we should not be blindly optimistic, we must note the problems faced to us. Green building benefits are poor, motor vehicle exhausts pollution, spatial distribution of water resources are unevenly sewage treatment. These problems affect all aspects of the quality of the living environment. In light of these problems, we must adopt effective measures, such as optimization of the industrial structure, and intensified efforts to optimize the ecological environment, improve road traffic environment, increasing investment in infrastructure construction, and improving the quality of the living environment. Thereby we may achieve the healthy development of Changchun.Study of the coordination of human settlement and economic development can be use to measure the quality of life for residents in Changchun, promote see the harmonious development of man and nature, so as to achieve a sustainable economic and social development. That is of great theoretical and practical significance. Improve the quality of the human settlement is the premise of maintaining economic development in Changchun and also a way to achieve our strategic goals. The government should not only intensify economic development, but also promote human settlement's construction. Finally, population, resources, economy will get to healthy and harmonious development. |
