Many scholars predicted that the 21st century will be the century of cities, urban agglomeration in modern economic society as high-intensity, greater density of the main exchange unit, relying on its pool advantage, being developed as the main driver of the global economy. Along with the continuous deepening of economic globalization, the political boundaries between the effect of international economic activity weakened. Urban agglomeration also beyond national boundaries, create new competitive force in the global market.Urban agglomeration is the major carriers of the economic development, which will in turn promote the further development and improvement of the urban agglomeration. Since the beginning of reform and opening up, China's economy has been developing rapidly and the urbanization process will enter a period of rapid growth. and initially formed 10 major Urban agglomerations, including the Yangtze River Delta, Pearl River Delta, Beijing-Tianjin-Hebei, Shandong Peninsula, The middle and South of Liaoning, Central Plains, middle reaches of the Yangtze River, the west side of channel, Sichuan-Chongqing and Sino-Urban agglomeration, in which the Urban agglomerations such as the Yangtze River Delta, Pearl River Delta and the Beijing-Tianjin-Hebei region that have been recognized as relatively mature urban agglomerations. However, due to the development of a relatively short history, and the lack of experience, China's urban agglomerations are "cross the river by feeling the stones" in the exploratory stage. Aggregate group developed urban experience to avoid the same mistakes, to go into urban development group of the moment. The world's urban agglomeration system, the United States and Japan, the group's fastest growing cities, the ability to gather the strongest, the maximum level of urbanization has become a major competitive force in the global market. China's land area is similar in size and the United States, Japan, as China's per capita land is very conditions, in this context, Study on the development of the urban agglomeration in the United States and Japan, to explore its inherent economic laws for accelerating the development process of China's urban agglomerations is extremely realistic learn. In this paper, based on the global perspective for the development of the main line, the combination of logic analysis and interpretation of history, the study used a comparative analysis of the urban agglomeration theory with the United States and Japan to develop empirical analysis. In the first part, the general theory of urban agglomerations related research, such as cities, urbanization and urban agglomerations meaning, Using regression analysis models and the development data to make the verification between the level of urbanization in China and how to promote economic efficiency. In addition, to explore the causes of the economic theory for urban agglomeration, namely: (1) the theory of comparative advantage; (2) gathering economic theory; (3) The growth pole theory. In the second part of this paper, According to the structure partition of the world urban agglomeration by French geographer Gottman. The five largest world urban agglomeration system was introduced. respectively, the New York-based Center for the Northeast Atlantic coast urban agglomeration, North American lakes urban agglomeration with the city center of Chicago, the Pacific coast urban agglomeration in Japan with Tokyo as the center, the urban agglomeration with London as the core, the northwest urban agglomeration in Europe with Paris as the center. Then a detailed briefing on the development process and characteristics of the urban agglomeration in the United States and Japan, to take cognizance of the common characteristics of the American-Japan urban agglomeration:(1) Urban hierarchy integrity, prominent city center;(2) Multi-industry pool, a clear division of work and coordination;(3) Construction of groups supporting industrialization and urban development;(4) Complete infrastructure, shipping network developed. The third part is the comparative analysis for the development framework of urban agglomerations in the United States and Japan, mainly of three parts: (1) the two development models between the American-Japan urban agglomeration. Comparative analysis of the urban agglomeration planning development between the market-oriented liberalization in the United States and the government regulation in Japan, Come the comprehensive development advantages, with the combination of the market and government and the intensive development model of sustainable urban agglomeration; (2) the comparison of spatial structure and pattern between the American-Japan urban agglomerations. Comparative analysis of the U.S. division of the National Urban Agglomeration multi-polar structure and space layout and structure and the Japanese city of a metropolitan area with regional groups focus on the layout of the space, come to a different state to local spatial configuration of the appropriate use of a centralized or decentralized structure, and pay attention to the inter-city traffic to calculate the overall level of development of their urban agglomerations; (3) The comparison of economic structure and efficiency between the American-Japan urban agglomeration. Comparative analysis of economic structure and efficiency between the American-Japan urban agglomeration, the similarities to its industrial restructuring. Focus on maximizing the benefits of the economic structure and comparative advantages to the region as a financial center and focus on the important role of multinational corporations.Final part is the revelation on the development of Chinese urban agglomeration, after the comparative analysis on the development of urban agglomeration in the United States and Japan. Because our urban agglomeration is in its early stage of development, lack of experience. And after the analysis of the internal mechanism of the American-Japan urban agglomeration development, there are all kinds of urban agglomeration development issues, such as: (1) Internal level connection of the urban agglomeration not obvious and with low impact urban centers; (2) Imbalance between urban agglomeration internal structure and functional decline; (3) Internal convergence of urban agglomerations serious lack of regional coordination; (4) Urban agglomeration disorderly competition and the internal market barriers still exist, innovation in systems and mechanisms; (5) The lack of infrastructure, hindered economic development in urban agglomeration; (6) The extensive economic growth pattern. ecological environment worsened. In view of the above-mentioned six major issues, analysis from the United States and Japan's successful experience in urban agglomerations, and makes the following recommendations: (1) Drawing up development plans, improve the function of urban layout; (2) Attach importance to market mechanisms, strengthen government control guidance; (3) Administrative divisions weakened, foster cooperation and win-win situation awareness; (4) To promote structural innovations, Construction of urban agglomeration development system security; (5) To enhance the construction of infrastructure and make transport networks play functions; (6) Transforming the mode of economic growth, Take the road of sustainable development of urban agglomeration.
