| Logistics is a large and complicated system, especially all-round logistics system, including many procedures such as communication, transportation, storage, distribution portage, package, repackage and so on, each of which can produce a big sum of logistics information. Logistics is a booming industry in China. Logistical operating cost is up to 30% of production value in industrial enterprises in our country, mainly resulting from a mass of inventories and lack of timely information, namely, the inefficient cooperation between information, logistics and workflow. On the contrary, it is 12% in the developed country. So logistics is one of the key factors that restrict the development of enterprises in our country.The application of Management Information System (MIS) can not only improve effectively the management level, the competitive ability, work efficiency and innovation of the stuff, but also reduce production and management costs furthest and meet more and more individual requirements of final users. Therefore, how to build up and operate a sound MIS becomes a noticeable topic for all logistics enterprises.Business in FAW-VW logistics Co., Ltd, has seen the dramatic growth continuously in the recent years, but has met a lot of problems in the operation, which has influenced the growth of profits seriously. In order to solve the existing problems, the company has taken some measures, but they are unable to solve the problems fundamentally.Emphasizing the reform of the business procedure which is the object and center, we would like to review fundamentally and design thoroughly the present business procedure with the purpose of concerning the consumers'requirements and satisfaction. With the advanced manufacturing technology, information technology and the modernized management skills, to the maximum extent, the functional integrations of the techniques and managements are expected to be achieved in order to break the outdated functional framework and set up brand-new process-focused institutional framework so that we can realize the fundamental improvement in the following aspects: costs, quality, service, speed, and so on. This thesis analyzed in detailed the existing information system, emphatically introduced several important sectors in the business flow, such as dispatch, storage and delivery, and drew a business flow chart. Through the analysis of the business flow, many problems in the existing business flow are disclosed, which are tough problems in dire need of being solved.Firstly, on the base of all-round background information in FAW-VW logistics Co., Ltd, the author analyzed profoundly the processes of the logistics operation so that the existing problems of FAW-VW logistics Co., Ltd. were disclosed, mainly including the information communication barriers inefficient support during the logistics businesses, which resulted in the increase of the logistics operation costs and the speed of logistics business response to the market. According to the analysis of the existing problems can be reduced to the following groups: (1) problems in the operation process, (2) problems in the warehouse management, (3) problems in the dispatch management, (4) problems in the delivery management and (5) lack of right operational appreciation system, and so on. Secondly, according to the analysis and the objects, the author put forward the systematic framework with the purpose of solving the practical problems, particularly designed the structure and functional modules in the logistics management system among which there are two start points: costs reduction and response speed improvement. The main functional models in the system include the delivery management subsystem, the dispatch management subsystem, the operation management subsystem, and warehouse management subsystem. The delivery management subsystem discussed and analyzed the dynamic management. The dispatch management subsystem investigated on the design of optimized dispatch plan and the assisted decision-making module. The operation management subsystem emphasized that the logistics ability is one of the core abilities in the logistic companies and the center of the information command and business assorting. The design of the new system can improve the grade of the information sharing and offer the support for the logistic plan using the real time information in sectors of warehouse, delivery, dispatch and so on so that the information flow and the work flow can be harmonious and the response speed can be increased. The warehouse management perfected the warehouse management module according to the original managerial information system in the need of the present business requirements using the supply chains management theory. At last, the comprehensive indexes of the logistic services were put forward, which is the comprehensive evaluation of the logistic services quality. The application of the Fuzzy comprehensive judging principle in Fuzzy Mathematics and the detailed practical process and measures put forward have all made profound influence on the decision-making during the process of system implementation.The implementation of the new system will certainly bring enormous change to company. It can be predicted that the working efficiency will be raised and the operating costs will be reduced. The implementation of the new system will also improve the service level and management level and increase the user-trust so that the company can enlarge its business realm, thus can achieve the goal of benefits increasing. It is not the simple dramatization that enterprises implement the informationization, but to drive the business process reengineering through the courses of informationization. Only through the combination of the information technology and the advanced management can the informationization really serve the enterprise goal of earning more profits.
