Impact Analyses Of America's Special Safeguard On Chinese Textiles

As the Chinese textile industry takes off quickly in the international textile and clothing market, trade frictions between China and the other countries or regions are on rise day by day. Countries including the USA impose special safeguards on Chinese textiles, which have brougt about great impact to the competition situation of Chinese textile export as well as impact on the market structure. This paper adopts the methodology of combining theoretical and practical study to make an inquiry into the impact resulting from the special safeguards carried out by the USA.On the basis of summarizing and reviewing the existent study in safeguard measures, this paper analyzes the characteristics of special safeguards and summarizes the existent studies in textile special safeguards directed against Chinese textiles. The paper also expounds the evolution progress of international textile system and the practical pattern of the Sina-America textile trade, pointing out that the major economic reasons for the America's implementation of special safeguards are the changing status of relative advantages of textile industries in China and America, as well as the continuous imbalance of textile trade.The paper goes into details about the impact of special safeguards on Chinese textile export from the aspects of static economic impact, micro and macro impact and practical analysis. The author holds the view that the implementation of special safeguards will exercise a great influence on the export of textiles and the textile industry from the macro aspect. It will pose impact to the entire welfare and possibly make the enterprises improve the quality of the exports through outside force. The paper has conducted practical verification towards the total and limited quantity as well as the quality of the exports, finding that so far the implementation of special safeguards has a weak link with the export quantity of China's textiles, and it has played a limited function on the enhancement of the quality of Chinese textile exports. In the end, in view of the study, the paper comes up with some countermeasures and suggestions to the expanding of the export of Chinese textiles.
