According to the problem of imbalanced passengers flows between different metro stations, crowded passengers flow in peak hours of the urban rail transit,in order to enhance the metro stations' appeal to the passengers, maximize all the stations' utilities, and coordinate the development of the stations, this paper studied the impact of metro stations' accessibility and interior convenience characteristics on the commuter choice of stations, which can provide some useful ideas for the city subway construction allocation plan in the future.Based on the metro stations in the city centre of Shanghai,we gather the aggregate commuting data and the geographic information of the metro stations, and build a metro commuter discrete choice model based on random coefficients using the BLP method. The model is solved by using the GMM estimation algorithm and the BLP nested iteration search method. It is found that the distance between the commuter and the station and the number of bus lines around the station of the accessibility characteristic, and the crowd degree of the convenience characteristic have negative impacts on the commuters' choice, while the number of entrances of the metro station has positive impacts. The metro line and the unobserved characteristics of the station have different influences on the commuters' choice. It is suggested that the stations with huge or low passengers flow could increase or decrease the number of bus lines around to separate or attract the passengers flow. The metro stations in plan should be close to the residence and achieve the balance in the connection with the buses.Within the resource budget, the entrances can be more to attract the passengers, and the space of the station can be larger to reduce the crowd degree,so that all the metro stations can realize the value maximization.
