The disparity of inhabitant income between urban and country has been one of the important influential factors of social stability in China. It also restricted the national economy to continue to develop in health. How to coordinate the urban-country relationship and ensure farmer's income to increase has become an important issue that must be faced with and be resolved. Based on the theory of Marxism fairness distribution and its present situation, the article discussed the reason that the disparity of inhabitant income between urban and country produced and enlarged in China. Guided by the theory of Marxism fairness distribution, the author constructed the adjustment system of the disparity of inhabitant income between urban and country so as to foster the farmers'capabilities and ensure the farmer to enjoy the fruits of the reform in common.The author thought the substance of the disparity of inhabitant income between urban and country at present was the slow increase of farmers'income, so the article discussed chiefly why that produced. The author analyzed the dual economic different from other developing countries, and pointed out that, the dual structural system is not only the historic reason of the disparity of inhabitant income between urban and country but also its existing reason.The author was against the counter-measure diminishing the disparity of inhabitant income between urban and country at the expense of urban and industrial developing rate. In order to foster the farmers'capabilities, the author emphasized that on the basis of coordinating the urban-country development the government should rebuild its function of"producing blood"by giving preferential treatments to agriculture, country and peasant in fiscal policy. That will promote the development of rural economic and the increase of the farmers'income and finally result in the diminution of the disparity of inhabitant income between urban and country.
