From 1990 to now, the economic circumstances of Jiangsu have changed a lot both inside and outside. Especially the economic crisis in Southeast Asia and the shape of demand-restriction impel Jiangsu to pay more attention to inside demand. Consumption is the most important part of inside demand, but the consumption exists several problems which may bad for the economic growth.The main cause of consumption changes in Jiangsu include: Incomes, interest, consume circumstance, etc. Analysis of the factors and the corresponding methods are given in order to expand consumption!The Keynes'consumption theory and the analysis of economic cycle are used together into the Jiangsu consumption data. Key findings are: the decrease of MPC and the increase of spontaneous consume both exist in the consumer's behavior. Accordingly, the two main measures to expand the consumption are given: increase the MPC and upgrade the consume structure.The interest and circumstance which affect consumption are also analysised both in theory and practice. At last, the corresponding methods to expand consumption are discussed.
