And it's discussed what current situation and challenges Guangdong Telecom is facing, and how the operating system of the telecom company matches with its strategy.Based on the comparative study of functions of Guangdong Telecom, it's concluded that a constructive strategy is outlined to guide the operating development of Guangdong Telecom, which consists of organizational management system, service quality system, network quality system, cost control, personnel source and evaluation system.
