The management of operation risk is an old topic for the commercial bank. Every bank must face the operation risk from its beginning. Many people think that the major risk of banking is credit risk. But through further analysis we can draw the conclusion that many cases of credit risk loss are aroused by factors about operation risk. In recent years, in our country many kinds of cases about operation risk have occurred frequently in banking industry and have involved a great deal of money, which caused widespread social attention including the banking supervising department.In the beginning of this article, first we discuss the definition and the content of the operation risk, the history of the management of the operation risk in international banks, the academic researches about operation risk, the framework about operation risk management theory, the practices of operation risk management both in our country and aboard. Furthermore, through the analysis of the financial cases in Tianjin district and the results of the investigation and the onsite examination from the regulator's view, we find the five key questions about operation risk existing in commercial bank. In the end, considering the advanced concept and experience about the operation risk management at home and abroad, we can find the five defenses against operation risk: One, emphasizing the operation risk measurement in promotion system; Two, strengthen the information management system; Three, emphasizing the internal auditing function; Four, emphasizing the excellent enterprise culture system; Five, improving the banking legal environment. Through the research of this article, on one hand, the emphasis of the operation risk management should be aroused in banking internal management and policies-making procedure in government, on the other hand, some suggestions about operation risk management are offered to the banking manager and the regulators.
