Utilization Of Rainwater Resources Of Yangling Demonstration Zone

Utilization of Rainwater is being launched abroad nearly 20 years with the shortage of water resources and the process of urbanization speeding up. China is recognized as "the scarcity of water resources state" by the United Nations, the utilization of rainwater in China has not been pay enough attention to, both theoretical research, or the practice of application. There is a large gap compared with the developed countries Yangling Demonstration Zone is the only agricultural high-tech industry demonstration zone and has launched to promote the use of agricultural water in northwest of China . But it has yet to launch the utilization of rainwater as the sense of truly. This paper want to explore the financing model on utilization of rainwater resources by analyzing the way which fit for Yangling's utilization of rainwater, aimed at enriching the Yangling Rainwater Utilization Research and Provide some reference and recommendations for the government. This paper is divided into five sections. This paper studies the following main elements which based on method that standardized analysis and evidence-based analysis method, and connected with the method of qualitative and quantitative analysis.(1) The water resources status of development and utilization in Yangling. This section firstly introduced the status of utilization of water resources and that of the rainwater .The most themes analyzed the feasibility of yangling rainwater utilization from total rainfall, soil topography, land area, triage of rain and sewage, scientific and technological strength. In the same time, it brought up the possible manner of the utilization of rainwater resources in Yangling.(2) The utilization models of rainwater resources from the experience of other countries. Firstly, it introduced the main forms of Rainwater utilization in ancient China. Secondly, it introduced the foreign advanced experience of rainwater utilization from the laws and regulations, surface recharge, the roofs collection, family use, funding support, research, equipment and other aspects .Finality, it aggregated the experience and enlightenment about utilization of rainwater resources domestic and abroad. (3) The mode selection of utilization of rainwater resources in Yangling. According to investment and business model, the model of utilization of rainwater resources can be divided into quasi-public welfare, quasi-commercial and commercial projects. This section stated financing model and the corresponding response respectively.This paper draws main conclusions as follows: (1) It should take the financing model that the main investment is government. The specific methods are bank loans, industrial investment funds, the issuance of bonds, stocks and so on for some projects such as Change the hard roads into seepage roads. (2) It should take the PPP mode of financing that the main investment is private and the government is subsidies for some projects such as the construction of pipeline networks, the construction of facilities collection. (3) It should take the BOT, TOT financing mode that the main investment is private for some projects such as sale of water by construction of waterworks and so on.The articles that had published on rainwater utilization are almost on the "water conservancy and hydropower" and more attention is focused on technical of utilization of rainwater resources, currently. The innovation of this paper is: (1) It discusses the applications of rainwater utilization in Yangling and discusses the specific application from the direct utilization of rainwater resource, indirect utilization, and the comprehensive utilization of the park rainwater. (2) It discusses hoe to chose the fund approaches and the policy by connect as the connection that the rainwater utilizing based on water conservancy and financial mechanism in economy.
