Study On Comprehensive Evaluation Of Foreign Trade Sustainable Development Capability In China

Foreign trade in China has grown constantly and rapidly and become an important factor of promoting our country's economic growth. Moreover, 21ST century is a very important period when our country will change from a big country in trade to a strong one, and meanwhile gradually go into world economy actively and healthily. The sustainable capability of the foreign trade development in China relates to the final foundation of socialism market economic system, and also relates to the harmonious development between foreign trade, national economy, resource and environment. So, the evaluation on the foreign trade sustainable development in China has a strong practical sense.With reference to the research results home and abroad, also on the basis of analyzing the international and internal environment and reality of foreign trade development in China deeply, the thesis makes a research on the situation of foreign trade sustainable development in China with the application of theories on western trade theory and the achievements domestic researches have made on foreign trade sustainable development. The thesis, based on the target of sustainable development, designs an accessible and feasible indicator system, and then has appraised comprehensively sustainable state of foreign trade development in China with multi-indicators comprehensive evaluation theories and methods of socio-economic statistic, and reaches conclusions as follows:①Form the reform and opening-up to now, the foreign trade development in China has made outstanding achievements and the structure of foreign trade has improved constantly, whereas there are some insufficiencies in foreign trade of China. Firstly, China is a big but not a strong country in the foreign trade. The mode of growth on foreign trade is extensive mainly and the term of foreign trade turns bad; the competitive edge on the quality and technology of goods and severs trade is small; the export market is focus on a few countries; the proportion of high-tech products is lower; the scale of capital outflow is light, our country is the passive accepter in international financing. Secondly, the system of the foreign trade of China is faced with some new challenges. The lex of foreign trade is not covered with full-scale; the gap between government and market still exist; partial policy falls short of WTO system; harmony and serve mechanism is not perfect. In the end, there are many restrict factors in the harmonious development of China current foreign trade and its environment.②The paper, based on data of foreign trade in China from 1996 to 2004 and 3 comprehensive appraisal indexes, which are Level Index (LI), Sustainable Index(SI) and coordination Index(CI), does a demonstration research on the China foreign trade. The results are: China foreign trade is in the direction of sustainable development, but there are some problems as follows: the structure of this sustainable system is not reasonable; the subordinating system of environment, economy and society, especially the environmental one is not coordinated growth; the strength for future progress on the sustainable development of China foreign trade is small.③On the basis of comprehensive evaluation, this thesis gives some suggestions on China foreign trade sustainable development from the angle of economy development, resources protection, and environment protection.1) it first discusses the policy of promoting the harmonious development of our foreign trade and its environment from macro and micro anger; 2) Transform growth mode, optimize foreign trade commodity and market structure; 3) fulfill the strategy of using science and technology boosting trade and upgrade international competition ability of export commodity.
