Our country is a developing nation with large population, relativeshortage of resources and ecologically inherent vulnerability. It is asignificant decision-making, which is put forward according to thenational conditions of our country, to construct a conservation-orientedsociety and realize the sustainable.development.Transport, as the important basal facility of a country, plays anextremely important role in the social economy development, but on theother hand, transportation has a profound influence on resources andenvironment. Therefore, construction of the conservation-orientedtransport is one of building conservation-oriented society's importantcontents.The paper firstly articulates the development of transport andpeople's exploration into the development of transport, and based on theconcept of sustainable development, brings forward the concept ofconservation-oriented transport system. And then, it researches into thetheory origin and theory, support of conservation-oriented transportsystem from different angles such as system theory, transportation systemenvironment supporting capacity theory, external theory and integratedtransport system evolution theory etc.In following, it studies therealization approach of conservation-oriented transport system anddiscusses the realization of transport saving from reducing the demand for transportation and saving transport resources, establishingconservation-oriented transport Structure, conformity and optimization oftransport resources and reasonable, application to high new transporttechnologies and so on four aspects. On this base, it establi.shes conceptmodel, sets up the evaluation index system of transport saving, analysesand discusses several evaluation methods thoroughly, such ascomprehensive evaluation method etc, and also conducts a specificevaluation of transport system saving simultaneously.Finally, it discusses the guarantee measures of conservation-orientedtransport system in policy, and specifically articulates correlativeguarantee policies, namely: macroscopic policy, energy-saving andenvironmentally friendly policy, transport structure policy, and otherguarantee policies etc.
