People as a resource of a company is more and more important in knowledge economy. Talent is the key of the organization operation and development. Each company must have excellent human resource and effective human resource management. The competition of talent is the most important competitive way in violent competition in modern society. So modern management attaches importance to human resource management. But at present many China's enterprises do not take human resource management as a strategic management at the time of making business decision, so that the contribution of human resource strategic management to the business strategy is very limited. From the points of view of the strategy, human resource manager can not express how human resource management and its function can effect the company to gain the competitive advantage. Lack of the knowledge of this question, many human resource managers can not direct human resource management practice to develop human resource which obtains constant competitiveness. So it can not motivate the strategic functions. At the same time, because of the violent change of modern society and the innovation, in the organization the place of human resource strategic management is effected by the external environment. Therefore it is more desired to human resource management. This paper will take the way of theory research and Beijing Netcom case analysis, at the base of the latest document of this area, and sum up the frame of human resource management of our country. From the view of the strategic management, at the procession of gaining the competitive advantage, this paper will describe the history and the challenge of human resource strategic management as a functional strategy.
