Study On IT Application Decisions Of Telecommunication Enterprises

Since the 1990's, information technologies, as represented by computer technology, have been applied extensively and deeply in the production, operation and management. Lots of enterprise managers make the information technologies application as a measure to improve business efficiency and competitive advantages. However, in practice, there are a mass of failure cases of information technologies application and the strange phenomena, "information paradox", appears. After analysis, it has more to come from management, rather than technical factors. Among them, the lack of scientific and rational decision-making is an important factor.The core research in this paper is the IT strategy in telecommunications enterprises. The study mainly includes the current status and the existing problems in the construction of telecommunications enterprise IT application, the decision-making mechanism and the decision-making model in Telecom Enterprise IT application. The characteristics and innovations of this paper focus on the following areas.1. A comparative study, about the IT application construction of the four main telecommunication operators China Telecom, China Netcom, China Mobile and China Unicom, is executed. And some specific recommendations for improvement are made based on the analysis of the four enterprises in IT application building in general. 2. Researches on the telecommunications enterprise IT application decision-making processes. First, this paper analyzes the typical problems which should be addressed in the IT application decision-making, the decision-making authority of various principal part, and the priorities and inferior of engaged decisions. Based on this study, this paper analyzes the distribution mechanism of the relative decision authority of the telecommunications enterprise IT applications and gives suggestions on the optimized model of IT application decision-making power distribution.3. This paper establishes a telecommunications enterprises IT application model, based on the researches on IT decision using the games theory. The model can be used to analyze the relatives between factors, like the market competition, enterprise operation and management level and IT application input, and IT application level. So, the model is useful to make decisions on IT application.
