Research On The Evaluation On Security And Countermeasures Of Cultivated Land Resources Of HeBei Province

Resent years, with the growth of the population, the contradiction among population,resource and environment had become more and more serious. Lack of cultivated land anddeterioration of the environment draw public's more attention. Cultivated land resourcessecurity is the main problem of the grain security, and became the key problem whichinfluenced the development whole of country's economy. China must ensure enoughcultivated land, there will be no threaten to our grain security. As one of the biggest foodsupplies provinces in our country, Hebei province faces the decrease of cultivated land, themore demand of land in building. So, ensuring grain security and cultivated land security,enhancing the using level of land resources must be treated as an stratagem.By analyzing the combination of model prediction and mathematic analysis, the thesisstudied the dynamic changing tendency of cultivated land resources quantity security,quality security and ecological security, and the relations with grain production in resentyears. The productive capability grain in 2020,as well as the situation of cultivated securitywere scientifically predicted. Suggestions for protecting and increasing security ofcultivated land resources based on grain security were also proposed. The results are ofgreat valuable for protecting the security of cultivated land resources, increasing the abilityof grain production, and ensuring grain security in our country.To protect and enhance cultivated land security in our province, and to solve grainsecurity problem in the future, we should start from three respects: making survey of our resources to have a clear knowledge of our own property, and to establish a securitywarning system for cultivated land resources, bring to national programming and localgovernment; transforming our concept, strengthening our sense of protecting cultivatedland security; and constructing innovative mechanisms and establishing a scientificmanagerial mechanism for cultivated land security, building up conception of protectingcultivated land; and strengthening legislation to set protection of cultivated land security onthe track of legal system and executing the law when someone destroyed or impropriatedthe cultivated land.
