The Research Of The Problems And Countermeasures Of Our Countryside Disabled Persons' Social Security

81 states and regional integration organizations, including China, have signed the "Convention on the Rights of Persons with Disabilities" at United Nations Headquarters in New York on 30 March 2007. This is the first international conventions of comprehensive protection for the rights of persons with disabilities in the United Nations.The Fifth Plenum of the 16th CPC Congress clearly calls "to accelerate the improvement of the social security System "," to positive develop of the cause for the disabled, enhancing social welfare, getting perfect protection mechanisms and social relief system" when speeding up the process of building a socialist harmonious society.China as one of the largest agricultural country, in all sectors of our society, those disabled people live in rural areas, are a special vulnerable groups with extremely hardship. Their social security is an important component of the whole social security system.Although bunches of studies on the issue of social security have done before, but in which, the studies for disabled people is quite few, those for the rural disabled are even more rare. Accordingly, this special issue appears to be particularly important.Especially for establishing and implementing of a people-centered scientific concept of development, building of a new socialist countryside, Construction of a socialist harmonious society under the new situation, the study of social security system of rural disabled people has an extraordinary significance. Those studies should be included in the issues of important construction of a new socialist countryside territory, building socialism with Chinese characteristics in the new rural people with the social security system.This paper has disscused the issues and some related problems of social security for China's rural disabled people and wish to drew more attentions.The article has gathered some forefront thoughts, ideas and achievements in the current social security at home and abroad. Based on the rational analysis, a more systematic analysis has done for the basic social security features for China's rural people, such as the problems, the causes of them, the new challenges and the current assessment of the rural social security disability benefits. The author believed, as China's social security reforms advancing, develop positive social security system will gradually become a target of social insurance reform with Chinese characteristics.The studies of it will become a major issue of the building of the social security system in China.This paper tried to "active" social security system focusing on carrier to build a "positive" people with rural social security system for key research, closely linked to China's actual situation in an attempt to explore the rural social security for disabled people in rural area to build socialism with Chinese characteristics and helping to build a socialist harmonious society.
