The Study On Intra-Councy Economics Bevelopmental Pattern In Context Of Powor-Enlarging And County-Strengthening Of Ji Lin

After Chinese economy has emphasized particularly on the urban economy for almost 20 years, it begins to put emphasis on and transform to the inter-county economy. Recently, the central government reexamined the unbalanced economic development state of"emphasizing city while belittling village"and put forward the concept of"inter-county"which is formally brought into the category of national economic construction and system reform.Inter-country economy is the fundamental unit of national economy, which is full of energy and hope. Since the Sixteenth National Congress first definitely brought forward the principle of"power-enlarging and county-strengthening", the inter-county economy has received the unprecedented attention and concern. As it were, inter-county economy is enjoying its best time. Since 2002, Zhejiang, Hubei, Henan, Huangdong, Jiangxi, Hebei, Liaoning, Jilin and many other provinces successively started developing inter-county economy by enlarging power and strengthening county. Many provinces, regions and cities also established the relevant policies so that the inter-county economy could develop fast.Seeing from the reform circumstance of every area, we can find many districts and regions have transferred the economy administration power to a lower level such as some key counties, which is performed as"provincial direct domination over counties". Take Hainan Province as an example, because of its small land area and little number of population, this province governs city and county separately, that is, the power of the city government is only restricted to the administration of the city, while the counties are dominated directly by the provincial government. Chongqing, after becoming a municipality, also totally realized the transition of power to the direct domination over the districts and counties. Presently, the principle of power-enlarging and county-strengthening is performed in many areas with the view to reducing the administration levels, improving work efficiency, cutting down the administration costs by transferring the power to counties when the administrative division doesn't change. This can help the strengthened counties grasp the opportunities and develop fast so as to become a number of counties with powerful economic energy, high developing speed, perfect comprehensive quality, and great leading role, which will promote the harmonious development of both urban and regional economy. It is not only the objective demand of the further reform of administration system and more innovation of the system, but also an important link in improving counties'ability of self-development and realizing the goal of building a well-off society in an all-round way.Developing inter-county economy and advancing economic reform will bring a lager developing scope for the county economy. We should also be aware that reform is a systematical program which can not be accomplished in an action and requires a long-time effort as well as a series of multi-level corresponds in every aspect.This paper firstly discusses the historical evolution of county-level political power and its important status and function in our political and economic life. Then this paper focuses on the analysis of the new concept"inter-county economy", further explaining its concept, connotation, features and so on. Based on the practice of each area, this paper also analyzes the factors that retard the development of county economy and compares some successful patterns, thus producing the developing pattern and direction alternatives of Jilin county economy, that is, to further enlarge the economic and social administration power of the county-level government and organize the economic work according to the economic districts and regions. Meanwhile, the development of county economy should have outstanding characteristics, using industry to propel agriculture, using the city to drive the rural development and realizing the urban and rural integration. It should also combine the construction of new villages, narrow the gaps between city and village, eliminate the differences between workers and peasants and basically handle the"issues concerning agriculture, countryside and farmers".As organizers of county economy work, we should quickly adopt to the changes of general trend and grasp the favorable opportunity to foster the faster and better development of county economy. Therefore, we are supposed to deeply explore the history of the county, the historical evolution of the county economy, the work organization according to economic or administrative districts, the unification and cooperation among regions, unbalanced development, policies and strategies of county economy development, the major patterns of current county economy development, local governments'exploration on the"system breakthrough"and the practice of power-enlarging and county-strengthening in Jilin Province ect. in order to figure out a path for a faster and better development of county economy.
