2006 was the year that witnessed the most policy issuances regarding the real estate regulation. The issuances of the policy have a huge influence on the development of the domestic real estate. The real estate market is facing a new turning point, which profiteering era ended and the real estate industry will enter a new stage of healthy development. Buyer's market in real estate is gradually formatting which will objectively help the real estate business seriously consider the long-term development strategy. "Development of profiteering" no longer exists, and the cost leading strategy has become a leading strategic business development trend in real estate industry. Enterprises will focus on upgrading industrial technology, improving the quality of products, building brands and extending the chain of products and services through specialized, sophisticated and scaled. So they can realize cost–leading management and control operational risks effectively. Real estate enterprise is adjusting its own management module, and gradually going to the road of industrialization, adapting to the new environment and new stage of real estate projects development. This thesis will take some real estate enterprise in Shanghai as an example, using questionnaire survey and comparative analysis and other methods to discuss the management and control module of the real estate enterprises in the transition period, which can adapt to the long-term sustainable development demands.
